Requirements for a Level I Certificate
Instructional and Educational Specialist I
Complete an appoved education preparation program in the requested area; Receive the recommendation of your preparing college/university; Meet all testing requirements established by the State Board of Education; and Meet all other evaluation requirements established by the School Code.
Administrative I
Have five (5) years of satisfactory service on any Instructional or Educational Specialist certificate; Complete an approved education preparation program in the requested area; Receive the recommendation of your preparing college/university; Meet all testing requirements established by the State Board of Education; and Meet all other requirements established by the School Code.
Supervisory I
Have five (5) years of satisfactory service on the relevant Instructional or Educational Specialist certificate; Complete an approved education preparation program in the requested area; Receive the recommendation of your preparing college/university; Meet all testing requirements established by the State Board of Education; and Meet all other requirements established by the School Code.
Vocational Instructional I
A minimum of two (2) years wage-earning experience in addition to the learning period required to establish competency in the occupation to be taught; Successfully completed the occupational competency examination or evaluation of credentials for occupations where examinations do not exist; Complete 18 credit hours in an approved program of vocational teacher education; Present evidence of having passed the appropriate tests; Be recommended for the Vocational Instructional I certificate by the university at which they are enrolled; and Meet all other requirements provided by law (School Code 1209 and Title 22, Pa. Code, Section 49.12).

Fingerprinting for prospective Pennsylvania Department of Education (PDE)
Mobile Fingerprinting
All pre-service student teachers and practicum students participating in public and private schools, Intermediate Units, area vocational-technical schools, or any students who have direct contact with children, must provide a Federal Criminal History Record to the school entity before being admitted to the facility.

After receiving your information we will report to the Department of Education all learning activities provided by the entity and completed by professional staff to comply with continuing education requirements. You will also receive a letter from Carlow University verifying that your information has been submitted to the state.

Praxis Testing
PLEASE READ! Effective May 1, 2008, the Department of Education has changed the policy on the validity of passing PRAXIS test scores for PA candidates. To extend test score validity from 5 years to 10 years for candidates educated in Pennsylvania. Currently, regulatory language does not permit this extension for test scores to be applied to out-of-state candidates.
All required tests must have been taken within ten years prior to application, and the score/s must meet the qualifying score/s in effect on the date the application was received.
