Purpose of Position:
The Chief Information Officer (CIO) recommends strategic direction and is accountable for effectively managing and leading Carlow University’s information technology services, including academic, operational, administrative, and other information/data activities and services.
Extent of Authority/Responsibility:
The Chief Information Officer (CIO) will be responsible for providing technology oversight and for recommending strategic and tactical IT technology direction in support of the University’s mission.
The Chief Information Officer (CIO) manages the 4 departments of the IT Division (Customer Engagement, Information Analytics, Technology Infrastructure, and Enterprise Applications) for best practice of campus engagement and growth in the use of technology and data. The position requires effective communication and collaboration with peers on the President’s Cabinet and leadership in all areas of the University.
The position is an important member of the University’s President’s Cabinet. Consequently, the Chief Information Officer (CIO) must be able to establish and maintain strong partnerships with all stakeholders in the University community.
Background/Skills Necessary for Position:
● Advanced degree in business management, information systems, or a related discipline.
● Seven-to-ten years of experience with increasing responsibility in information technology leadership and support in higher education
● Experience with administrative computing support (e.g., business systems analysis, business process re-engineering, database management systems and transaction-oriented systems)
● Experience with instructional and research support (e.g., training, consulting, user documentation, systems integration, productivity software, statistical analysis applications, document imaging technologies)
● Experience with network management (e.g., network topologies, servers, cabling, protocols, throughput optimization, operating systems, internet options)
● Experience using project management principles and techniques to prioritize business objectives and to deliver requested objectives per agreed upon specifications and timelines.
● Experience with data management and data analytics
● Experience safeguarding university IT and data assets using best practice IT security and cyber security principles.
● Understanding of cloud computing principles and security risks for cloud providers, including the AWS Cloud
● Experience conducting IT security risk assessments and IT strategic planning.
● Experience negotiating complex contracts with service providers and product suppliers
● Ability to collaborate with senior administration and the Board of Trustees
● Excellent communication skills, both written and oral, and the ability to communicate to technical and non-technical individuals.
● Strong organization skills
● Ability to prepare and execute budgets
● Ability to supervise professionals and student workers
The Chief Information Officer (CIO) reports to the President.
This position supervises the Director of Technology Infrastructure, the Director of Enterprise Applications, the Director of Customer Engagement, and the Manager of Information Analytics, along with the team members within each department.
1. Collaborates with the president, her cabinet, and the Technology Advisory Council to establish and annually renew the strategic and tactical plans for technology for Carlow University
2. Assures that the strategic and tactical plans for technology empower the university’s strategic plan, control costs, and increase efficiency across the organization
3. Assures the successful implementation of both strategic and tactical technology initiatives
4. Instills a strong collaborative and service-oriented ethos in the technology staff
5. Creates a deliberative professional development program within the Information Technology division.
6. Oversee the information security aspect of the enterprise data protections, including social engineering, training and communications, penetration and network testing
7. Highly adept at developing a 5 year strategically linked operating and capital renewal budget
8. Ability to partner with the CFO on key vendor contracts, learning space design and renovations, emergency response and disaster planning, and business continuity
9. Manage and devise policies and procedures for the appropriate use of technology by the members of the University community – including appropriate security protocols.
10. Encourage and champion business process improvement activities that can be optimized through the effective use of technology.
11. Actively build and foster partnerships with industry and university partners to optimize the use of resources
12. Has documentable experience with creating and aligning internal performance metrics within all functional areas of Information Technology
1. Perform all other duties as required.
2. Represent the University as Governing Board member of CCUE, represent University as primary liaison to Pittsburgh Technology Council, Educause, and other technology-centric partnerships.
