Senior Human Resources Generalist and Recruiter


The Senior Human Resources (HR) Generalist and Recruiter is responsible for successfully recruiting, retaining, and engaging staff and faculty, with a focus on building organizational and managerial capability and aligning HR objectives with University goals.   While overseeing the recruiting and search process functions for all employees, this position's primary responsibility will be to act as a project manager to the recruitment and search process, including, but not limited to: ensuring position approval; leading interactive and dynamic recruitment, interviewing, selection, and onboarding processes; and ensuring a search's compliance with applicable laws and policies to further the mission and value of Carlow University and its commitment to diversity and inclusion.  

In this position the Senior HR Generalist and Recruiter will also drive a positive work culture that promotes employee engagement through creative partnering with administration, staff and faculty; help interpret policies and procedures; as well as cultivate internal and external relationships in support of the University's and HR's recruitment, retention and engagement goals.

  • Oversees the recruiting and search process for all employees from position approval to recruiting, interviewing, selection, and onboarding, to include: onboarding new hires, assisting with hiring paperwork, and processing employment forms and HRIS documentation.
  • Consults with hiring managers on hiring needs, prepares job advertisements for posting on internal and external job boards, and works with hiring managers to recruit and screens candidates. Enters new hire information into the payroll system for all staff and faculty.
  • Prepares and posts open positions on all standard sites, and other sites as requested; researches and recommends additional sites for job postings; and keeps metrics of number of applicants from paid job posting sites and job posting sources of candidates interviewed and hired.
  • Assesses and improves the search process, ensuring search compliance with applicable laws and policies.
  • Partners with the Assistant Director of Equity and Inclusion to ensure the search process is actively focused on recruiting a diverse candidate pool and administering an equitable search process as well as includes the Search Advocate program as a part of all active staff and full-time faculty searches.
  • Works closely with the Director of Human Resources on recruitment strategies and provides reports on active searches on a weekly basis, including search status, timeline, diversity of candidate pool, and other metrics as needed.
  • Coordinates the onboarding process for all staff and faculty including, but not limited to: background checks and pre-employment clearances and testing, ID card privileges, preparation of offer letters, coordinating: first day orientation, office setup, computer and network setup, supervisor's role to ensure completion of the orientation checklist, and conducting campus tours as needed.
  • Researches, creates, and edits University policies and procedures in consultation with the Director of Human Resources
  • Demonstrates and reflects an understanding of and commitment to the mission and core values of Carlow University and the Sisters of Mercy. 


  • A Bachelor's Degree in Human Resources or related field is required.  At least three (3) years of experience in human resources, preferably in recruiting and/or talent management or some related field required.  Five (5) to seven (7) years of experience preferred
  • Demonstrated experience with full cycle recruitment and talent acquisition.
  • Demonstrated experience of partnering with departments and employee and balancing the broader needs of an organization with the needs of an employee or department.
  • Ability to manage multiple projects simultaneously and follow through to conclusion and exhibit sound judgment relating to confidential matters.
  • Excellent interpersonal, communication, analytical and organizational skills.
  • Computer literacy (e.g., Outlook, Microsoft Office, Excel) and proficiency with web-based tools and research.
  • Prior experience working in a college/university environment is a plus.
  • Advanced degree in Human Resources or a related field or PHR Certification is preferred.
  • Knowledge of HRIS applications and online recruitment systems is preferred.
